Notice of Intent: Effect of Stay of Transport Rule

A December 30, 2011 order of the U.S. Court of Appeals for the District of Columbia Circuit stayed the Transport Rule, also known as the Cross-State Air Pollution Rule. This document sets out EPA’s interpretation of the effect of the Court’s stay on the federal implementation plans.
